Igor Letvin, transport minister, Russian Government, says the EU's emissions trading scheme (ETS) violates Article 1 of the Chicago Convention, which relates to state sovereignty. The minister was speaking at a meeting of countries who oppose ETS.
ETS is a carbon cap and trade scheme, which came into effect for the aviation industry on January 1.
